General Computer and Internet Guidelines

The following guidelines apply to both adults and minors:

 
  1. First-time users must sign the Public Access Computer Agreement form and must give current/permanent address. An individual does not need a Colfax Public Library card to use the computers.
  2. If first-time users are unfamiliar with the computer, they must ask for general help from the staff member on duty. 
  3. One person per computer workstation, unless staff on duty grants permission otherwise.
  4. Users will respect and uphold copyright laws and all other applicable laws and regulations; they will not be allowed to use the computer for illegal purposes. Downloading of copyrighted and license-protected material is prohibited. 
  5. Users may use the Internet for the receipt and transmission of electronic mail (email) as long as they use a free email service, such as Hot Mail, which will establish an account for them. The library is unable to manage email accounts for any organizations or individuals. 
  6. Personal floppy disks and USB flashdrives may be used to copy and save one’s work. Downloading files from the Internet is prohibited. 
  7. The use of the computer for personal financial or commercial purposes is prohibited. 
  8. “Chat groups/rooms,” listservs, newsgroups, or fee-based services shall not be accessed or entered.
  9. No computer games of any sort will be allowed on the public access computer.
  10. Invading the privacy of others by accessing their data or by harming, modifying, or destroying their data is prohibited. This includes “hacking,” virus creation or proliferation, and other disruptions to computer usage. 
  11. No changes of any kind are to be made to either the hardware or software of the public access computer. Users who do so will pay for any damages and lose their computer privileges. 
  12. Users should be aware that the inappropriate use of electronic information resources can be a violation of local, state, and federal laws and can lead to prosecution. User will be held responsible for their actions, while using the Internet.
  13. Users accessing visual material that may be offensive or inappropriate to other patrons or staff may be asked to terminate the material on the screen. If a second request is necessary, the user may be told to terminate the Internet session.
  14. Users are prohibited from unauthorized disclosure, use, and dissemination of personal identification information regarding minors and adults.
  15. Users are expected to abide by all guidelines above, which include rules of network etiquette. Library staff will determine what constitutes inappropriate use of the Internet or violation of these guidelines. Failure to abide by these guidelines will result in a suspension or permanent loss of privileges at the discretion of the Library Director. 
 
The Colfax Public Library assumes no responsibility for the use of the Internet by children. Subject to the above restrictions, it is the responsibility of the user (or the parent, guardian, or caregiver) to determine what is appropriate. It is not possible for the library staff to control specific information children and youth may locate on the Internet.
 
Just as libraries do not vouch for or endorse the viewpoints of written material in their collections, they do not do so for electronic information. Selection policies, which serve to govern a library’s purchase or written materials, may apply to material accessed electronically.
 
The Internet is a decentralized, uncensored global network. The Colfax Public Library has no control over the content found on the Internet. The library cannot censor access to materials nor protect users from offensive information, and it is not responsible for the availability and accuracy of information found on the Internet. 
 
The library is not responsible for damages to personal computer hardware, software or data as a result of using personal floppy or USB flash drives.
 
The use of the Internet cannot be guaranteed to be private. Messages relative to or in support of illegal activities will be reported to the proper authorities.
